Forthput in this chunk by chunk film is a law-warden sleuth named Motoko Kusanagi who's body is gearwork. The chunk of her which isn't gearwork is her brain, and her soul if she so has one. In the film she hunts down, fights, and many times ends up killing, fearmongers, murderers, and other ilk who are making worry for the Leadership of Japan.
